The City of St. Louis Treasurer’s Office is comprised of two divisions: Treasury Operations and the Parking Division. Treasury Operations processes payroll for all City of St. Louis employees and is the chief custodian of all city funds, in addition to overseeing the Office of Financial Empowerment. The Parking Division manages over 10,000 parking meters, six parking garages, and two surface parking lots.

TITLE: Administrative Clerk – Treasury Operations
FSLA Status: Full-Time, Non Exempt
Salary: Starting at $16 Hourly
Shift: Monday – Friday 8am-4pm
Primary Purpose:
Employees in this classification will perform a variety of clerical, administrative and parking operations duties in support of the department in which they work.
ESSENTIAL JOB FUNCTIONS
Answer telephone and direct callers to the appropriate location. Greet and direct visitors. Answer routine questions and inquiries from visitors and callers. Receive, process and distribute mail. Make copies, fax documents, type, file, enter data and perform other clerical functions normally associated with an office setting. Generate and distribute routine reports as directed by supervisor. Schedule meetings as requested by supervisor. Courier mail and packages to other offices as needed. Complete and process supply requests as needed for department needs. Receive and forward payroll and employee requests to Human Resources. Complete Sheriff garnishment interrogatories for manager, when needed. Work with Paymaster and Cashier in completing remote deposit scans for daily cash receipts. Work with Paymaster and manager to complete daily tracking of incoming ACH funds transfers into departmental cash accounts. Learn banking software platforms to assist treasury staff, daily, with positive pay approvals.
ADDITIONAL JOB TASKS:
Work with Office of Financial Empowerment (OFE) Director to create, update and maintain OFE calendar of events. Work with OFE Director to schedule Lunch and Learn sessions with existing partners. Manage the RSVPs for OFE classes and seminars. Reserve and arrange OFE classroom for seminars and events and set-up for lunch. Send reminder notices and confirmations for OFE classes and seminars through community websites and other distributions lists. Make copies, fax documents, type, file, enter data and perform other clerical functions normally associated with an office setting for Director of OFE. Generate and distribute routine reports as directed by OFE Director. Schedule meetings as requested by supervisor. Maintain attendance roster and sign-in sheets.
JOB QUALIFICATIONS:
High school diploma or GED equivalent; two years’ experience in bookkeeping, payroll processing and/or administrative experience. Must have a basic knowledge and understanding of payroll/accounting procedures. Computer literacy and experience working in Microsoft Office Suite with knowledge of Word and Excel. Ability to read, write and speak English is required. Must possess a high level of interpersonal skill and the ability to deal with a variety of individuals. Must possess good written and verbal communications skills.
PHYSCAL REQUIREMENTS:
This is primarily an inside office position and employee will be required to perform routine office functions such as walking, sitting, reaching, etc. May be required to occasionally lift and/or move up to 10 pounds.

TITLE: Cash Accounting Clerk
FSLA Status: Full-Time, Non Exempt
Salary: Starting at $16.85 Hourly
Shift: Monday – Friday 8am-4pm
Primary Purpose:
Employees in this classification will perform a variety of clerical, accounting, and bookkeeping duties supporting the Parking Division.
ESSENTIAL JOB FUNCTIONS
Count daily and event cash at all Parking Division garages and lots; deliver all reconciliation reports to Fiscal and Operations for review. Perform audit of starting cash banks at all Parking Division garages and lots on an annual basis. Prepare bank deposits for garage monthly and validation revenues. Prepare various bank reconciliations monthly as assigned by management. Enter revenue recorded for Streets department permits in Excel for tracking. Serve as a backup to accounts payable position and assist with invoice processing, batching, and related organizational duties. Prepare barcode validations for all garages and manage the delivery and documentation. Scan and index, as appropriate, validations and documentation from garages.
JOB QUALIFICATIONS:
Minimum high school diploma with two years’ experience in bookkeeping or related discipline, or equivalent combination of education and experience. Ability to process, calculate, compute, summate, and/or tabulate data and/or information. Includes the ability to perform subsequent action in relation to these computational operations. Ability to explain, demonstrate and clarify to others within well-established policies, procedures, and standards. Ability to follow specific instructions and respond to simple requests from others. Ability to perform addition, subtraction, multiplication, and division; calculate percentages, and decimals.
Demonstrates accuracy and thoroughness, monitors own work to ensure quality and applies feedback to improve performance. Ability to read and understand accounting reports. Computer literacy, especially the ability to understand and use accounting related software programs such as Excel, MIP, banking portals, etc. Ability to exercise judgment, decisiveness and creativity in situations involving a variety of generally pre-defined duties that may be subject to frequent change. PHYSCAL REQUIREMENTS:
Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing, and pulling of objects weighing up to 20 pounds, such as office supplies. Tasks may involve extended periods of time at a keyboard or workstation.

TITLE: Parking Enforcement Officer
FLSA Status: Full-Time, Non Exempt

SHIFT: Must be available to work Tuesday – Saturday, 11 am – 7 pm.
PRIMARY PURPOSE:
To enforcing parking ordinances of the City of St. Louis by walking assigned routes and issuing tickets for vehicles parked in violation of the city codes.
ESSENTIAL JOB FUNCTIONS:
- Walk assigned routes checking for vehicles parked illegally and expired meters.
- Write citations for parking violations and place on vehicle.
- Monitor and track meters for violations.
- Perform all other duties requested by management.
JOB QUALIFICATIONS:
- High School Diploma or GED equivalent certification.
- Position requires the ability to deal with people in a friendly and non-combative manner.
- Ability to read, interpret and apply City of St. Louis applicable laws, ordinances and regulations relative to parking and traffic regulations.

TITLE: Security Guard – Roving Overnight
FLSA STATUS: Full-Time, Non Exempt
SALARY: $15.00 -$17.00 hourly

JOB QUALIFICATIONS:
High school diploma or equivalent. One or more years of experience in the security, law enforcement, or military industries. Must possess or obtain a valid Missouri Class E or Illinois equivalent driver’s license with a clear driving record. Able to complete a comprehensive background investigation and 10-panel drug screen. Knowledge of relevant equipment, policies, procedures, and strategies to promote security operations for the protection of people, data, and property. Excellent working knowledge of building operations, Security operations, tenant operations, emergency response protocols, lobby desk / console operations, and parking operations. Ability to communicate effectively both orally and in writing for public interaction and report writing. Must possess a high level of interpersonal skill and the ability to deal with a variety of individuals. Ability to project a professional and positive attitude while maintaining confidentiality. Good problem-solving skills: The ability to identify and resolve problems in a timely fashion. Ability to perform essential functions of the position with or without reasonable accommodation. ESSENTIAL JOB FUNCTIONS:
Conduct hourly rounds ensure that the facility is safe. Observe and report suspicious activities and or unusual activity to Security Coordinator and building management. Writes detailed narrative reports and maintain daily activity reports. Enforces rules, regulations, policies, procedures, and respond to emergency situations requiring security assistance. Informs and warns violators of rule infractions, such as loitering. Remains alert for the presence of unauthorized persons and/or security code violators; notifies the police in any instance involving crime, disturbance or danger. Conducts traffic direction at special events.

TITLE: Maintenance Worker
FLSA Status: Full Time, Non Exempt
Salary: $17/HR
SHIFT: Monday-Friday; 3pm – 11pm
PRIMARY PURPOSE:
Under general supervision, performs a variety of work in the general maintenance and repair of buildings, facilities, and equipment.
JOB QUALIFICATIONS:
High School Diploma or GED equivalent certification and minimum of one year related experience. Knowledge of: carpentry, plumbing, glass replacement, painting, masonry, grounds keeping, appliance repair, and electrical wiring; maintenance of hand tools and gas-powered equipment; standard practices and tools used in the maintenance and repair of building facilities; safety practices and procedures related to the building trades. Must be mechanically inclined and familiar with tools normally found in a maintenance department. Excellent basic math skills required. Ability to effectively use a variety of hand/power tools.
ESSENTIAL JOB FUNCTIONS:
Perform duties normally associated with a maintenance department to include but not limited to painting, carpentry, welding, routine electrical repairs not requiring a license, routine plumbing issues, repair of machines and replacement of lights and fixtures. Performs minor troubleshooting, repairs, and adjustments of locks on doors, cabinets, desks, closets; repairs door hinges; cleans plugged key slots; changes filters on various ventilation units. Performs glazier work, basic electrical and plumbing, masonry and painting.
Maintains grounds in clean, safe, and orderly manner including mowing, trimming, weeding, aerating, minor pest management, composting and fertilizing lawns; replaces plants as needed; sets sprinklers; replaces broken sprinkler heads; cleans debris from grounds, pathways, and parking lots; prunes trees and shrubs. Pressure washing of parking facilities. Other duties as may be assigned by supervisor or Treasurer’s Office management.
PHYSICAL REQUIREMENTS:
Work is performed in various environments including adverse outdoor conditions. Tasks may risk exposure to adverse environmental conditions, such as dirt, dust, pollen, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, and toxic/poisonous agents. Required to stand or walk constantly (for up to an entire shift) on various surfaces (tile, concrete, carpet); use hands to feel and reach with hands and arms; able to lift up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. May be required to wear Personal Protective Equipment. Ability to perform a variety of physical labor including climbing ladders, bending, kneeling, reaching, and standing for long periods of time; lift and carry boxes, tools, equipment and materials.

REPORTS TO: Garage Manager

SHIFT: Various Shifts, able to work weeknights, weekends and holidays as required
PRIMARY PURPOSE:
Employees in this classification are responsible for delivering quality customer service; receiving payments from customers and facilitating the flow of traffic through parking facilities.
ESSENTIAL JOB FUNCTIONS:
- Greet and direct customers entering parking facilities.
- Communicate parking information to public.
- Sell parking tickets; direct vehicles to available parking spaces.
- Count correct change as needed.
- Balance cash drawer at the end of shift; Verify shift transactions against money and complete reports.
- Count vehicles on location throughout shift, as needed
- Control traffic at entrances and exits.
JOB QUALIFICATIONS:
- High school diploma, GED or equivalent strongly preferred with six months of cashier experience.
- Must be able to perform basic math problems that are associated with calculating appropriate payments for parking and making change for customers.

TITLE: Parking Attendant

SHIFT: Sunday – Saturday; any hours between 2:30 pm – 6:00 am.
PRIMARY PURPOSE:
Employees in this classification are responsible for parking garage operations. Duties include collecting money, tracking transactions and other duties associated with parking operations.
ESSENTIAL JOB FUNCTIONS:
Opening and/or closing of parking facility. Greet customers as they enter and leave the parking facility. Operate register and coder to complete all appropriate transactions. Count and verify starting cash and ending cash for accuracy. Collect cash and validations and maintains security of cash. Reconcile payments received and complete applicable paperwork. Verify log of shift transactions against cash received during shift. Keep track of all paperwork pertaining to register transactions. Resolve customer complaints independently or with the aid of a supervisor. Perform routine maintenance on equipment (i.e. clear paper jams, reset gates when jammed). Promote good customer relations by consistently providing premier customer service.
JOB QUALIFICATIONS:
A High school diploma or GED preferred. Six (6) months of cashier or parking attendant experience. Basic computer skills preferably in parking revenue control system. Requires basic math skills (addition, subtraction, multiplication, division). Must be accurate in cash counting. Ability to perform basic math problems that are associated with calculating appropriate payments for parking and making change for customers. Must be able to comply with the physical requirements of the position and be comfortable working with the public.
