Request for Qualifications For Underwriting Services for Various Projects

Summary: The City of St. Louis Treasurer’s Office (“STLTO”) operates the Parking Division for the City of St. Louis and has the ability to borrow money and issue bonds to finance and expand its operations. The STLTO requests qualifications from investment banks to provide underwriting services in connection with:(a) the refunding of the St. Louis, MO Subordinate Parking Revenue Bonds (Capital Equipment Project) Series 2015A; and
(b) any other financing which the STLTO may elect to execute within the specified term of the engagement, including, the financing of new parking garages.
Investment banks selected to serve the STLTO pursuant to this Request for Qualifications (“RFQ”) will serve as members of a pool of potential underwriters until March 1, 2022, or until a new underwriter’s pool is selected by the STLTO, whichever date is earlier.
The STLTO desires to refund the City of St. Louis, MO Subordinate Parking Revenue Bonds Series 2015, which were issued for the purchase and installation of modern parking meters for 7,700 parking spaces and revenue control equipment for the Cupples Garage located in the City. The refunding bonds will have the same security as the refunded bonds.
Inclusion in the underwriting pool does not guarantee participation in any or all STLTO financings. The STLTO also reserves the right to cancel or amend this RFQ at anytime if it is determined to be in the best interest of the STLTO.
